Is starting a new cutting phase a good time to also deload -- or the worst time?

Is starting a new cutting phase a good time to also deload -- or the worst time?It seems like a convenient time to kill 2 birds with one stone but I hear you shouldn't drop weight unless you have to during a cut to avoid muscle loss.
